Chef David Rule: 2026 Southwest Chef Series

Avatar photo

Born and raised in Maryville, Tennessee, Chef David Rule discovered his passion for cooking early on, spending time in the kitchen with his Mamaw. Her influence and the culinary traditions of Southern Appalachia taught him that food could preserve family history, evoke memories and bring people together.

That foundation now informs Rule’s work in West Texas, where he serves as executive chef of Millie Leigh’s in Midland and La Estancia in Odessa. Across both concepts, he pairs the comfort and hospitality of his upbringing with ingredients and flavors drawn from his adopted region.

From Tennessee kitchens to the Permian Basin

Rule developed his ingredient-driven approach at Blackberry Farm in Walland, Tennessee, and Dancing Bear Lodge in Townsend, Tennessee. The experience strengthened his appreciation for regional products, disciplined technique and genuine hospitality.

In 2021, he opened The Appalachian in Sevierville, Tennessee, and became a leading voice in modern Appalachian cooking. Trotter’s Whole Hog BBQ followed in 2022, along with The Pines Downtown. Each concept offered Rule a different way to interpret the food culture of his home region.

His move to West Texas marked a new chapter. At Millie Leigh’s, Rule shapes a menu centered on Southern comfort food, elevating familiar dishes while retaining the warmth and generosity that make them meaningful.

He also leads the culinary program at La Estancia, a private membership club and residential community development in Odessa. The role allows him to explore a different side of his cooking while responding to the landscape and character of the Southwest.

Recipe for success

Rule’s culinary perspective is grounded in respecting the stories behind a dish without treating tradition as a fixed formula. Rather than simply reproducing the food of his childhood, he draws from its techniques, flavors and spirit to create menus suited to a new region.

Ingredients such as mesquite and chiles allow him to build a natural connection between Southern cooking and the foodways of West Texas. The result is a style that feels personal yet responsive to its surroundings.

At the center of his work is a straightforward purpose: creating food that gives guests a sense of comfort, connection and belonging. That approach allows Rule to honor where he came from while continuing to develop his own culinary voice.

Chef David Rule’s impact on Texas’ dining scene

Through Millie Leigh’s in Midland and La Estancia in Odessa, Rule is contributing to the evolution of dining in the Permian Basin. His menus introduce a modern interpretation of Southern cuisine while embracing the products, producers and culinary character of Texas.

At Millie Leigh’s, he has developed relationships with local and regional farmers, ranchers and specialty producers, including 1911 Cattle Co., Broken Arrow Ranch, Midland Meat Company, Tortilleria La Perla, Anderson Farms, Volleman’s Dairy, Harding Hen House and Maribea Cocoa.

Those partnerships bring trusted Texas ingredients to the restaurant while supporting businesses throughout the Permian Basin and beyond. They also allow Rule to build dishes around products with a clear regional connection rather than treating local sourcing as an afterthought.

By combining thoughtful menus, strong producer relationships and an approachable style of hospitality, Rule is helping broaden what diners can expect from the West Texas culinary landscape.

Signature dish: Stuffed Texas Quail

The Stuffed Texas Quail at Millie Leigh’s features wild mushrooms, roasted peppers and summer squash.

Texas quail has longstanding connections to the state’s hunting and ranching traditions, making it a fitting centerpiece for a dish that reflects Rule’s current culinary chapter. Its combination of locally sourced ingredients, rustic flavors and elevated presentation captures the balance between Southern comfort and West Texas character found throughout his cooking.
