From Pampanga to Arizona kitchens

Born and raised in a province widely regarded as the culinary capital of the Philippines, Rubio learned to cook at home before immigrating to the U.S. to pursue a culinary arts degree.

He built his professional foundation with Caesars Entertainment at Harrah’s Ak-Chin Casino in Maricopa, Arizona. After joining in 2014 as a buffet pantry cook, he was promoted within three months and went on to lead Copper Cactus Grill.

Over the following decade, his responsibilities expanded across casual restaurants, employee dining, VIP lounges and upscale concepts. His experience included Agave’s Restaurant, Chop, Block & Brew and Oak & Fork, with roles spanning kitchen leadership and restaurant operations.

That range gave Rubio experience serving different audiences and managing the details behind each dining experience. Seeking a closer connection between cooking and culture, he later joined Sheraton Grand at Wild Horse Pass.

Recipe for success

At Ko’sin, Rubio combines his personal perspective with a willingness to learn from the people around him. He works with community leaders and cultural advisors to ensure the traditions informing his dishes are represented with care.

His approach begins with listening, understanding an ingredient’s significance and considering how to introduce it through a familiar preparation. Filipino influences contribute to his culinary voice, while the restaurant’s setting provides an ongoing opportunity to deepen his understanding of Southwestern food traditions.

Ko’sin’s relaxed dining room offers a welcoming setting for that exploration, with a menu inspired by the ingredients and flavors of the Gila River basin.

Chef Allen Rubio’s impact on Arizona’s dining scene

Rubio’s contribution extends to the stories guests encounter alongside their meals. By learning directly from Gila River Indian Community members and partnering with local farmers, he helps connect visitors with the people behind the region’s food.

His work offers an introduction to both the history and contemporary culture of the Southwest. It also gives regional ingredients a place in approachable dishes, encouraging diners to become more curious about their origins and uses.

Through these relationships, Rubio contributes to an Arizona dining experience in which hospitality includes sharing knowledge and giving credit to the communities whose foodways inform the menu.

Signature dish: Birria Benedict

Rubio’s Birria Benedict brings a Southwestern interpretation to a familiar brunch favorite.

The dish features tepary beans, slow-braised beef birria, green chile hollandaise and pico de gallo. Rich meat, creamy sauce and fresh toppings create contrasting flavors and textures, with the beans adding a regional connection.

For Rubio, the dish represents his interest in bringing culinary influences together while keeping the result recognizable and inviting. It is his favorite expression of that approach at Ko’sin.
